AFP. 22 September 2001. Nepal government, Maoists gather for second
round of talks.

KATHMANDU -- Maoist negotiators arrived Thursday in far southwestern
Nepal for a second round of peace talks with the government in which
they will call for the abolition of the monarchy, officials said.

The meeting was due to begin in the early afternoon at the Tiger Tops
resort at a national park in Bardiya, 428 kilometres (262 miles)
southwest of Kathmandu, amid tight military security.

The talks follow negotiations August 30 in Kathmandu.

The location of the second round marks an apparent compromise after the
Maoists proposed the talks be held in their far western stronghold of
Rolpa and the government insisted negotiations continue in the capital.

In the second round, which is scheduled to last two days, the two sides
are due to exchange written resolutions and discuss them.

The Maoists will propose an interim government and assembly to redraft
the constitution to abolish the monarchy, a rebel source said.

The government will respond that the Maoists should honour the present
constitution, which ensures a multi-party parliamentary democracy with
the king as constitutional monarch.

Authorities will also ask the Maoists to cancel meetings planned for
September 21 in Kathmandu, which would be the rebels' first rally in the
capital. The Maoists have insisted that the meetings would be peaceful.

The government and Maoists agreed in July to a ceasefire and peace
talks.
