National Assembly's session to open on November 20

The tenth National Assembly of Vietnam will open its 10th session in Hanoi
on November 20 this year, according to a communique released by the National
Assembly's Standing Committee at its four-day meeting that ended on October
26. 

The NA Standing Committee reviewed the implementation of the socio-economic
development and state budget for this year and discussed the orientation and
tasks for next year budget as well. It also discussed the five-year
socio-economic development plan between now and 2005.

It said "With tireless efforts made by the entire Party and people, almost
all socio-economic development targets in 2001 have been achieved despite
adverse weather conditions and natural disasters, especially major and
prolonged floods in the Mekong river delta."

"High growth rates have been registered in all economic sectors, and
positive changes have also been seen in economic re-structuring and social
and cultural development," the Standing Committee noted.

It further said: "The political and social situation has been stable,
external activities have continuously been broadened, and the people's
living conditions have been improved."

Regarding the 2002 orientation and tasks, the Standing Committee stressed
that greater efforts should be made to further enhance internal strength,
mobilise investment capital from the people, vigorously develop the domestic
market, continue re-structuring the agricultural production, continue
promoting farm product exports, and continue restructuring the State-owned
corporate sector.

The Standing Committee also considered the submission of the Vietnam-US
Bilateral Trade Agreement (BTA) to the National Assembly for approval at
this session and asked the Trade Ministry and other relevant ministries and
agencies to continue to finalise the preparations for the BTA submission.

RoK and Vietnam to continue IT co-operation

President Tran Duc Luong has expressed his hope that the Republic of Korea
(RoK) would continue to transfer its modern technologies to Vietnam, helping
the country to raise its telecommunications, communications, and information
industries to regional and global standards.

"This will help consolidate and further develop the friendly and
co-operative relations in all areas between Vietnam and the RoK in the
interest of both nations as well as for peace, stability, and prosperity in
the region and elsewhere in the world," the president said.

At his meeting with visiting Minister for Information and Communication Yang
Seung Taik of the RoK in Hanoi on Friday, October 26, President Luong also
expressed his pleasure at the new steps of development in the information
technology (IT), telecommunications and communications co-operation between
the two countries in recent years.

He recalled his visit to the RoK last August and spoke highly of the RoK's
scientific and technological development which he was shown during the
visit.

Minister Yang Seung Taik reaffirmed that the RoK would continue to throw its
weight behind Vietnam's bid to develop telecommunication and IT technologies
and share with Vietnam its expertise in the communications,
telecommunications and information sectors.

"The RoK will promote co-operation in management, research, and personnel
training with Vietnam as well as encourage Korean investors to invest in
Vietnam," Minister Yang told President Luong.

The RoK's minister said he hoped that with concerted efforts from both
sides, the bilateral co-operative ties in these areas will be further
broadened, thus contributing to strengthening the close friendship and
effective co-operation between the two countries in all fields.

* A Vietnam-RoK information technology (IT) and telecommunications forum was
jointly organised at the Daewoo hotel in Hanoi on the afternoon of October
26, by General Post and Telecommunications Department (GPTD) general
director, Dr Mai Liem Truc, and visiting Information and Communication
Minister Yang Seung Taik of the Republic of Korea (RoK).

Addressing the forum, Mai Liem Truc expressed his appreciation for the help
which the RoK has provided to Vietnam's IT and telecommunications industry
over the past ten years, saying "The RoK has provided Vietnam with digital
electronic switchboards and electricity supply equipment as well as
co-operated with Vietnam in manufacturing switchboards, fibre optic cables,
and household electronic appliances."

"The RoK has long helped Vietnam in studying and developing its telephone
network, and has just invested in installing a CDMA-based mobile phone
system in Vietnam," General Director Truc toldthe forum.

The participants also heard speeches presented by Minister Yang Seung Taik
and other Korean managers and planners about the RoK's IT and
telecommunications development strategy. (VNA)

Deputy PM welcomes France's Montreuil city mayor

Deputy Prime Minister Nguyen Tan Dung received in Hanoi on October 26,
Jean-Pierre Brard, French member of parliament and Mayor of Montreuil city,
currently on a visit to Vietnam.

Deputy Prime Minister Dung expressed his appreciation for Mayor Brard's
visit to Vietnam, noting the fine results of Montreuil city's co-operation
with the Ho Chi Minh Mausoleum and northern Hai Duong province.

The Ho Chi Minh Mausoleum will send its officials to France to study French
so that they will be able to read and analyse precious documents relating to
President Ho Chi Minh, thus contributing to strengthening the friendly and
co-operative ties between the two countries.

The Vietnamese government will do its utmost to create favourable conditions
for the implementation of a project to teach the French language in Hai
Duong province and a project to transfer Vietnam's rice-growing technology
to Mali for which Montreuil city plays an intermediary role, he said.

Mayor Jean-Pierre Brard expressed his pleasure at the implementation of
French-funded projects in Vietnam and pledged to expand co-operation with
Vietnam in the areas of economics, health care and environmental hygiene.

FM expresses pleasure at Vietnam-Romania co-operation

Foreign Minister Nguyen Dy Nien expressed his pleasure at the development of
the friendly and co-operative relations between Vietnam and Romania.

Foreign Minister Nien was talking with visiting Romanian Minister of State
for Foreign Affairs Cristian Niculescu in Hanoi on October 26.

Mr Nien stressed the need for the two countries to continue to implement
previously reached agreements, thus creating better changes in expanding
co-operation and raising its efficiency in economics, trade, culture,
education, tourism, and sports.

Minister of State Niculescu praised Vietnam's outstanding achievements in
its national renovation process and in its implementation of an external
relations policy of independence, self-reliance, multilateralisation,
diversification, and international and regional integration. He affirmed the
Romanian government's policy to strengthen the traditional multi-faceted
co-operation with Vietnam.

The same day, Deputy Foreign Minister Nguyen Van Nganh held talks with
Minister of State Cristian Niculescu. The two sides informed each other of
the situation in their respective countries and compared notes on
international and regional issues of mutual concern.

They agreed on measures to further strengthen the relations between the two
countries and co-operation between the two foreign ministries, and exchanged
experiences with regard to the work of overseas residents.

The Romanian Minister of State toured a number of historical and cultural
relics in Hanoi and Ha Long bay. (VNA)

Vietnam continues to prioritise transport development: deputy minister

Vietnam has focused on building its infrastructure, particularly its
transport and communication facilities, and will continue to attach great
importance to infrastructure development in the future, said a government
senior official at a four-day workshop of the East Asia Transport Study
Association held in Hanoi from October 24.

Deputy Minister of Transport and Communication Nguyen Viet Tien said "A
series of projects have been enacted, many of which are fully operational
today and contributing to the boosting of Vietnam's socio-economic
development."

"These include the upgrading of trans-Vietnam Highway 1A, National Highways
18 and 5 as well as the construction of Song Gianh and My Thuan bridges," he
said, adding that "A lot of new technologies and construction skills have
been transferred to Vietnam by foreign partners in the implementation of
these projects."

Mr Tien told the participants that Vietnam hoped to enjoy more help and
co-operation from East Asian countries' planners, developers and scientists.
Mr Tien said he believed that through the workshop, all participants would
help Vietnam in developing its transport and communication sector in a
rational, sustainable, economical and dynamic manner.

The workshop, the fourth of its kind, drew almost 500 top scientists,
planners and developers in the transport and communication sector from 15
regional countries, including the 10 ASEAN member countries.

Scientists and researchers from the United States and the United Kingdom
also attended the workshop themed 'For a rational, sustainable, economical
and dynamic transport and communication industry.' (VNA)

More relief aid to flood victims

The Military Zone 7's Command, on October 24 and 25, sent two missions to
visit and present gifts to people and soldiers stationed in flood-hit
provinces in Cuu Long (Mekong) river delta.

They gave Tan Thach, Thanh Hoa and Tan Hung districts in Long An province 90
boats, each worth VND 2.4 million. They also inspected the preparations made
by soldiers stationed in flooded areas to help the local people deal with
floods. The Military Zone's Command granted each border station in Long An
province VND 26 million each. They also presented flood-stricken provinces
of An Giang, Kien Giang, Dong Thap, Can Tho and Tien Giang with 20 boats and
medicine each.

The Ministry of Defence contributed VND 100 million to relief activities in
Long An.

The Association for Sponsoring of Poor Patients of Ho Chi Minh City donated
VND 193.6 million to An Giang, Dong Thap, Long An and Tien Giang to help the
people there overcome the flood aftermath.

Tien Giang provides medicine, water treatment chemicals

Tien Giang Mekong delta province has provided 90 flooded communes with
medicines and water purification chemicals worth VND 556 million.

The beneficiary communes are from the districts of Cai Be, Cai Lay, Tan
Phuoc and Chau Thanh.

Pollution is now seriously threatening the health of hundreds of thousands
of people living in stagnant water environment with all kinds of decomposed
animals and plants. Medicines and water-treatment chemicals are now very
essential to people living in flooded areas.
