  U.S. Navy Resumes Bombing

  VIEQUES, Puerto Rico (Reuters) - Previously planned Navy bombing
  training got under way on the small Puerto Rican island of Vieques on
  Monday by a battle group that could then be deployed as a part of the
  United States' response to the Sept. 11 attacks on New York and the
  Pentagon (news - web sites).
  
  The training was unusual in that -- because of the attacks -- it was
  not greeted by customary vociferous protests by Vieques residents and
  supporters from the main island of Puerto Rico against the war games.
  
  A Navy destroyer began strafing the bombing range at the eastern end
  of the island with 5-inch practice shells early in the morning, while
  fighter jets fired 500-pound (225-kg) and 25-pound (11-kg) inert
  bombs at ground targets, Navy officials said.
  
  The exercises involved the John F. Kennedy battle group, which was
  expected to be deployed later to the Mediterranean and Persian Gulf
  regions and could take part in a U.S. military response to the
  airborne assaults on the World Trade Center and the Pentagon.
  
  ``The training has gone very well,'' said Navy spokesman Lt. Corey
  Barker, noting that the USS Sullivan, a destroyer, completed the
  first phase of its training. FA-18 Hornet jets then used the range
  for much of the day, he added.
  
  The Navy told the government in Puerto Rico, a U.S. Caribbean
  territory, that the training would last 23 days and would include
  ship-to-shore shelling and aerial bombing, but no amphibious landings
  of Marines. The battle group, which comprises 12 vessels, began
  training in the open waters surrounding Vieques last week.
  
  Vieques residents and supporters from elsewhere have waged a civil
  disobedience campaign against Navy training since the April 19, 1999,
  death of civilian security guard David Sanes Rodriguez in a botched
  bombing run, regularly trying to thwart the training by sneaking onto
  the Vieques base.
  
  Such protesters seek a speedier Navy exit from Vieques than May 2003,
  which has been proposed by Washington. The Navy has used Vieques for
  training for 60 years and rejects protesters' arguments that the war
  games are bad for residents' health and the environment.
  
  Most protest groups called for a moratorium on civil disobedience
  during this round of training to show solidarity with the victims of
  the attacks in New York and Washington. They were also worried civil
  disobedience might be poorly received by an American public highly
  concerned over security.
  
  ``We want to show solidarity with the victims of the terrorist
  attacks. New York has been a point of solidarity for our cause,''
  said Robert Rabin, of the Committee for the Rescue and Development of
  Vieques, noting the contribution of New York labor leader Dennis
  Rivera.
  
  Rivera has served 30 days in jail for trespassing on Navy land and
  also worked to get other high-profile figures, such as the Rev. Jesse
  Jackson (news - web sites) and actor Edward James Olmos, involved in
  the Vieques cause.
  
  Instead of mounting their civil disobedience campaign, protesters
  planned rallies in front of Camp Garcia during the morning and the
  evening and have called for a general strike in Vieques on Oct. 4.
  
  Protest groups said another reason for the moratorium was tighter
  security at the Navy base. But some groups planned to enter
  restricted Navy land anyway. Barker said protesters slashed 60 feet
  (18 meters) of fence surrounding Camp Garcia on Sunday night, but
  said that it has since been repaired.
  
  ``There are already people inside,'' said Miguel Gonzalez Rodriguez,
  61, from Monte Carmelo, a piece of land overlooking Navy property
  that was ``reclaimed'' from the military force by a group of people
  who settled there. He declined to say how many people were inside the
  base, however, and Barker said no trespassers had been detained.
  
  Rabin said that even as most protest groups began their moratorium,
  plans were afoot for a big civil disobedience campaign during the
  next round of Navy training in November.

  LA MARINA de Guerra de Estados Unidos inici� ayer la cuarta ronda de
  maniobras b�licas que realiza en Vieques este a�o en medio de amagues
  de divisi�n entre sus opositores y ante el absoluto silencio del
  Gobierno de Puerto Rico con relaci�n a las pr�cticas que, hasta hace
  poco, intentaba impedir permanentemente.
  El grupo de batalla del USS John F. Kennedy comenz� a maniobrar en
  las costas de Vieques a las 8:35 a.m. de ayer con el bombardero USS
  The Sullivans haciendo disparos de mar a tierra, y continu� en la
  tarde con aviones de combate F-18 dejando caer bombas inertes sobre
  el campo de tiro en el extremo este de la isla municipio, inform� la
  portavoz militar Katherine Goode.
  
  Tumban 60 pies de verja
  
  Goode dijo que las maniobras se llevaron a cabo sin ning�n tipo de
  interrupci�n aunque las autoridades militares informaron de que, en
  la noche del domingo, desconocidos derribaron 60 pies de verja en las
  cercan�as del Monte Carmelo y del vertedero viequense. Al cierre de
  esta edici�n no se hab�an producido arrestos.
  
  Los principales grupos anti-Marina mantuvieron la promesa de no
  realizar actos de desobediencia civil en esta ronda de maniobras por
  la seguridad de los manifestantes, pero el grupo denominado
  Movimiento Socialista de Trabajadores, liderado por el ex legislador
  Luis Angel Torres, ha reiterado que tiene intenciones de penetrar en
  los terrenos restringidos.
  
  Ayer, sin embargo, no se supo si hab�an intentado o logrado entrar a
  la zona restringida. El Nuevo D�a no pudo establecer contacto con
  Torres, cuyo grupo se caracteriza por penetrar en gran secreto,
  mantenerse por varios d�as en la zona restringida e intentar salir
  sin ser detenidos. En dos ocasiones, sin embargo, miembros del grupo
  han sido detenidos.
  
  No descartan entrar a la zona
  
  Adem�s, el veterano l�der de los pescadores, Carlos Zen�n, dijo que
  su grupo tiene bajo evaluaci�n penetrar los terrenos militares,
  porque la llamada "moratoria" en las actividades de desobediencia
  civil inclu�a una petici�n para que la Marina no bombardeara. Esa
  petici�n no fue escuchada por la Marina.
  
  "No podemos llamar a una moratoria cuando la Marina tiene mano libre
  para seguirse preparando para seguir cometiendo los actos b�rbaros
  como los que se cometen en una guerra. Nosotros no le garantizamos a
  la Marina ni a nadie que en un momento dado a lo mejor entremos",
  dijo Zen�n.
  
  A pesar de la moratoria en los actos de desobediencia civil, la
  Polic�a aument� la vigilancia en torno al Campamento Garc�a. El
  superintendente de la Polic�a, Pierre Vivoni, dijo que se hab�an
  preparado como si no se hubiese anunciado moratoria alguna.
  
  Rabin agreg�que el Gobierno, que usualmente daba mensajes de
  solidaridad con los viequenses durante los bombardeos, no lo ha hecho
  esta vez. La gobernadora Sila Calder�n, quien viaj� a Nueva York la
  semana pasada para compartir con los familiares de las v�ctimas del
  ataque terrorista del 11 de septiembre, segu�a ayer
  all�, "compartiendo con su familia", inform� La Fortaleza.
