People�s Army means at least in the DPRK that in practice all
adults belong to the army. That type of an army cannot be compared with a
conscript army or  professional hired army.

That is why it is a bit difficult to say the actual amount of troops.

For instance when harvestig rice or corn almost all people are on fields, in
uniforms or without uniforms...
