   JOHANNESBURG, January 3 (Xinhuanet) -- The Pan Africanist Congress
(PAC) said on Thursday that the United Nations Security Council
was the only proper channel through which a state should be
attacked for terrorism.

   "No country in the world has the authority to bypass the U.N.
and fight terrorism with terrorism as the USA and Britain are
doing in Afghanistan," PAC deputy president Motsoko Pheko said in
a statement.

   "The USA government must stop behaving as if the world begins
with America and ends with America," Pheko added.

   He also welcomed former South African president Nelson Mandela'
s retraction of his earlier unconditional support for the U.S.-led
punitive military campaign in Afghanistan.

   Mandela on Tuesday repudiated his controversial statement that
Saudi-born dissident Osama bin Laden had to be held responsible
for the September 11 attacks on the United States.

   In a statement released by his office, he said subsequent
discussions with his family, friends and advisors had convinced
him that his view may be "one-sided and over-stated".
