That is disappointing but I understand.
As for the availability, I think the version of KDE is irrelevant, please correct me if I am wrong, since this would be implemented as a plug-in to Kopete, correct?, like it is with Gaim, and would work with any reasonably current version of Kopete (ie: 0.11 or 0.12).
I might post a bounty for this if I can scrounge up the interest here & elsewhere. I know that there some general bounty posting bullentinboards out there but is there one specific to KDE that I ought to know about?

OTR is not one of our priorities at this current point in time. No one has
stepped up to implement it that i'm aware of so it's not planned to be done
anytime soon. If somebody does step up to do it, it won't be made available
until KDE 4.
