Well, it would depend on which version of kopete it was implemented for. Someone could implement it for the Kopete version in KDE 4 and it wouldn't be available for Kopete 0.11 or Kopete 0.12. The major version of KDE is relevant in this case.
There's no bounty bulletin boards for KDE that i'm aware of, and I would imagine you would fine plenty of interest in getting implemented.
