A few highlights:
* The law gives the Dept of Homeland Security the power to set requirements for drivers licenses. This is similar to a bill that we discussed last year. An excerpt from a column I wrote about it:
This has been going on for a long time. In the last 14 years I have seen KS have 4 different DL design changes. I asked each time I got a new license, why they changed. The answer each time was "Federal Guidlines" usually followed by something about witholding highway funds. Looks like Washington isn't trying to hide their backdoor efforts at national IDs anymore.
