Nah, it's just more difficult.
Not all states subscribe to the same database, so as long as you go from state-with-database-a to state-with-database-b, you'd be ok.
Of course, you'd have to check the box that says "I've never had a license before", but hey, it's only a misdemeanor.
Also, still a few states that don't take your SSN(or use it as an identifier) when you get a DL, NY being one of them.
So when you move to a state like..oh, TN for an example, which institutionally refuses to recognize that an SSN is _not_ a reliable indicator of past licensing status...well, then they will happily issue you a DL regardless of your past misdeeds in a non-SSN state.


Not that I have any personal experience with any of this, you understand...
