Classic.  Governments tell Microsoft how to run their business, and
Microsoft tells its clients how to run theirs.  Everybody's got their
fingers in somebody else's pie.  At least Microsoft is leaving the one
way out, i.e. disabling Windows Update.

I installed Windows XP on a home user's Dell computer, and SP2 made it
so it wouldn't boot.  I had to rollback the SP2 installation from the
recovery console (terminology?) and left him with dire warnings not to
run Windows Update.
