virtual private network between cable user and dialup user

How hard is it to set up a virtual private network?  My friend has cable 
internet, so if her pc is on, it is online (usually).  I have dial up, 
so my IP is different each time.

Also, I setup fc3 on her pc, but I haven't gotten around to that yet on 
mine.  I still have rh9.  I have a few stages to go through before I can 
do the upgrade on mine.
