History. Apparently, there were lots of reasons the Puritans were exiled
to the American colonies. The sexually repressed seem to also like to
sexually oppress. And there's little doubt in my mind that the U.S. is
one of the more sexually repressed societies on the planet (with a
correspondingly high incidence of violent sexual crime).
