I dunno.
I imagine that if a newspaper backed by, say, Rupert Murdoch money was
willing to put up with the inevitable Moral Majority boycotts and
tough out the long appeals process, they'd find that Page 3 girls
would be protected under the 1st Amendment.
After all, if stripping can be considered protected speech, surely a
topless editorial page would be.

Well, the newspapers are always complaining that readership is down...
Page 3 girls may perk it up...
