Access is much more than a database.
It includes report generation (pulling data, formatting it, putting it in charts, etc), easy query generation (drag and drop, query optimization and error finding). You can link to databases, spreadsheets, SQL servers, Word documents, etc. It can find the dependencies between all those disparate sources, update them all on a single change in a Access table.
Not to mention drag and drop data entry form building and scripting.

Access is a pretty powerful program under the surface. Just sticking an sql query builder into Open Office isn't quite the same thing.
