It turns out that ImageMagick does the same thing that the GIMP does...
produce a very low quality JPG...

JPEG is a lossy format. Although it's been a while since I used The
Gimp, but I seem to remember that you can tell it what compression
ration to use, including no compression - in which case it will be just
like the original. I imagine ImageMagick has similar options.
