I disagree with this. Much of debugging is attention to detail. If you go into the project paying close attention to detail chances are you won't need to do a whole lot of debugging. And, when you do, if you're diligent enough, you can quickly and efficiently fix bugs.

To a certain extent, the same goes with reading other peoples' code. Pay attention to the details -- therein lies the message.
