A couple ways. Some use pulse width modulation to control speed, others use variable voltage input to do it. If you're looking at AC motors, they typically need a PWM controller to do speed. DC motors are typically voltage-varied. But, there exist versions of each for both current types.
If you look at something like a ceiling fan motor, the motors are wound differently for each speed.
