Yes. When I started using vim it wasn't extensible. It barely had a vimrc. It has come a long way since then. I have looked at vim's extension language and it is interesting but it's no lisp. :) Emacs was written in lisp to be extensible with lisp. Nearly everything is exposed in lisp. Emacs extensibility is legendary.
