I don't know about hairspray, but batteries can be taken to Radio Shack.

those of you who work at UCSD (which might just be John, Carl and myself) can dispose of them via EH&S (Environment, Health and Safety) if I recall correctly. At the CSE department, we have a little blue recycling bin where we collect batteries for monthly calls to EH&S.

Otherwise, it's a matter of collecting them yourself at home and making an occasional trip to Miramar.
