They know they don't have to make a quality product because you will continue to use Windows regardless of how shoddy IE is because you need it for other things they have you locked into.
You can thank Microsoft and their poor security and complete lack of any motivation to improve for all of that spam you get. It seems the vast majority of it is sent via botnets from infected Windows machines these days.
