It seems that /usr/bin/tcl (and wishx) used to live in the Redhat tclx rpm, but have been AWOL since the package version tclx-8.4.0 (I think). It looks like it _may_ have been deliberately uprooted -- but it didn't seem to get replanted anywhere else?!? I did find that an older package sudo rpm -Uvh --oldpackage tclx-8.3.5-6.x86_64.rpm installs and coexists with the rest of my FC5 environment, so I'm trying that. I sent a love note to a couple of maintainers, so maybe it'll get found somewhere. In the meantime, I'm relieved not to have to tell LB he's going to have to change to python (just yet).
