  Mode: managed Channel=0 Access Point: Not-Associated

Anybody have some advice?

Confirm what I think you are trying to do:  use the laptop as a
wireless access point, connecting to the wired network 192.168.1.xxx
and creating a wireless network 10.0.2.xxx,
to be called up from some other wireless device.

If that is the case, I don't think it can be done with IPW2100/IP2200 as those chipsets currently can't be configured as a host AP. For other chipsets, I think you need to run HostAP also (which doesn't work with the IPW2100/2200).
