At least with private PKI systems like DoD's they can enforce minimal standards.
In practice I doubt this will be a problem because there will be
accountability. If someone abuses their trust you can look at the chain
of trust and find out who is responsible and apply appropriate pressure
to that person or even to the person who signed their key.
Accountability is something completely lacking in the current system.
