First, I seem to recall that South Korea subsidized the purchase of Windows PC's. That created the vast monoculture.
Second, IIRC, the problem isn't the *cipher*. OpenSSL now supports the SEED ciper. The problem is PKI.
The South Korean government mandated the use of specific keys and key infrastructure. And, to be fair, it's not like the current implementations of PKI via keys from Verisign, et al. is particularly good for us so I can see where they are coming from.
Third, I seem to recall that the government likes this in order to do surveillance on its citizens. A Citizen ID Number is required even for online games and bulletin boards.
