Because the problem which xhtml services is different, and only very tangentially related, to word processing.

XHTML is about content and only slightly about presentation. Word processing is mostly about presentation and only slightly about content.

This means that you need to create absolutely horrible hacks in XHTML to make the page look *exactly* like you want. And that's normally what people using a word processor want--exact control over how the page looks.
