They are talking about any of the UNIXy ones.

Long story short: If your system is set to UTC/GMT, and you fail to
patch, anything that is converting a local to gmtime is going to get a
wrong value for the affected times (three weeks in the spring, and one
in the fall).

The Sybase was just one specific example of what would happen.
