They are talking about any of the UNIXy ones.
Long story short: If your system is set to UTC/GMT, and you fail to
patch, anything that is converting a local to gmtime is going to get a
wrong value for the affected times (three weeks in the spring, and one
in the fall).
The Sybase was just one specific example of what would happen.

statement or myth?
Also, if myth, is there a yum incantation for this?
Previously in this thread, someone mentioned a command that would show
you if your system is already set to the new dates or not. I ran it on
my FC4, and it is good to go. (I haven't done any yum updates for
several months though. (Ever since FC4 became legacy or somesuch.))
