They are talking about any of the UNIXy ones.
Long story short: If your system is set to UTC/GMT, and you fail to
patch, anything that is converting a local to gmtime is going to get a
wrong value for the affected times (three weeks in the spring, and one
in the fall).
The Sybase was just one specific example of what would happen.

If you've kept your system up to date, you will already be patched. The
package of interest is tzdata.
$ rpm -qi --changelog tzdata
will show you all the changes to the timezone data. Including the fact
the the Bahamas have adopted the latest US timezone specifications.
