Are *all* cron jobs running an hour late or just logwatch? And, is logwatch *actually* running an hour late, or is it just saying that it is.

Logwatch may be doing it's own conversion to PDT and is getting it wrong since it hasn't been updated since 2003. It could be Perl, as well.
