When you say "I update my time on my RHEL 3" what does that mean?
What did you do?

If you compare the date (localtime) with the date (UTC) do you get 7
hours difference, as shown below?  Do you get the date tagged as PDT?

[EMAIL PROTECTED] src]$ date; date -u
Mon Mar 12 09:33:47 PDT 2007
Mon Mar 12 16:33:47 UTC 2007
