A lot of blacklists will blacklist an entire range. They do this to pressure the ISP to either delete spammers or close off ports. The ISP will start losing good customers because they can't send email; thus, the ISP has an incentive to get rid of spammers from their network.

I don't like this tactic. It is too easy for the blacklist maintainer to abuse.

However, I have seen the other side, too. At least two midsize ISP's had hush-hush "pink contracts" in which the spammers paid quite a bit to be able to send out boatloads of crap. The ISP's were completely impervious to change because it was worth a lot of money. It took blackholing their entire IP space to get their attention. Suddenly, the "pink contracts" didn't look so good when they had to report that they lost about 10% of their normal subscribers in 30 days. They stopped the spam real fast.
