KDE and GNOME are Desktop Environments, if I have my current terminology
correct. The window manager for KDE is kwin, and the one for GNOME is
configurable, but metacity by default.

You are technically correct - the best kind of correct [1]. But for the average user (meaning none of us) there is no way to tell the difference. Try to even explain a window manager vs a desktop environment to a regular user, especially for one coming from a alternate operating system where the concept doesn't even exist.
