8ms is pixel refresh rate, I believe. I'm not sure of this but I suspect
there is this tradeoff: faster refresh is good for gaming (etc) but
probably consumes more power in the video hardware.

I'm thinking that 2ms is overkill for non-gamers, and >~60ms would be
perceptibly quite bad (my wild guess).

700:1 is contrast ratio -- (brightness of) full-white to full-black.
AFAIK, the higher the better, without question. I believe under 300:1
would be on the low side and anything more than 1000:1 is in the range
of diminishing perceived benefit (for common usage).
