it seems that response time deals with the physical properties of the
LCD crystal elements themselves -- off-to-on and on-to-off times are
apparently different, and I'm not sure which they mean when they quote
only one.

The reference above says that switching-on times are often pretty fast
whereas switching-off is slower.
