I know in my office, non-work related conversations can easily last more

But the smoker does that plus his smoke breaks. So he's still ahead (or
behind).

are pulling their own weight.
I agree. And I should be able to go outside for 5-10 minutes once or
several times an hour to do something not related to work without anyone
complaining - as long as I'm carrying my load. Fair is fair. So that
should be the rule.
It's equity. Either everyone gets all that time, or no one does.
That's fine.
Myself, I play table tennis during the day.
In close matches, I can be gone from my desk for a half hour.
I figure that makes up for a few smoke breaks.
Okay, then according to the new rule, we should allow that for every
employee in the company. And of course, just to be fair, those
smoking/table tennis/mud wrestling breaks should be randomly taken by all.
Or make the smoker clock out for each smoke break.
What a depressing place to work that would be.
