Yes, it is. And you're going to laugh.
The stupid scanner took a 600 dpi gray scan...
And then dithered it to black and white. ARGGGHHHH!
All the conversions actually work *flawlessly*. The problem is in the
final rendering for display or print.
Most of the final renderers *sample*. This, of course, generally
samples in between dithering dots and so produces a lousy image.
Adobe, xpdf, and OS X Preview, on the other hand, seem to actually to a
full gaussian blur and convert the image to a continuous tone and *then*
sample. You can literally see Preview pop up the lousy sampled image
only to replace it by the full Gaussian blur.
