Not always true. There is space inteh CD spec for textural information.
Most mass-produced CDs don't have it, but the ones I make do.

I use cdrdao to extract the TOC. It will grab the CD TEXT. if any. It
can also query a CDDB-esqe server to fill it in.


I have not tested audacious to see if it will query a CDDB server for CD
information or not.
