I vaguely remember about hearing that Windows sometimes sucks because
for some chipset(s) it runs the Tx levels too low. I don't know of a way
of changing that in Windows. Easy to do in Linux.
BTW, not all Wifi chipsets or their drivers report signal levels
accurately. There is no standard of measure in the Wifi spec for
reporting signal strength, so most driver writers just make something
up. Educated guesses at best. You don't know what the quantity being
measured is, let alone whether the scale reflects an absolute or
relative value, or even the range.
The little bars in the graph are an accurate indicator of how many
little bars there are.
