I found a kiosk mode pluggin here:

This is just a start, and you may not need or want to lock down the
kiosk as tightly as these are implying. I did not read fully to see how
they got around the shift-alt-f1 to get to a console issue. If I were
doing it, I would likely run a console on the *serial* port, and have X
start an x session that started only firefox on Virtual Console 1, with
no other gettys running at all.

The console on the serial port is only for diagnostics, or plugging in a
terminal while the system is up for system level admn type stuff. A
proper kiosk would have all services shut off, so no getting in via ssh.
