I guess I really don't understand the problem.

Create a new partition, format it, copy the files to the new partition (I tend to use rsync, but anything which creates a faithful copy with permissions and ownership works), edit /etc/fstab, reboot.

What piece of this doesn't work for you?

If, however, the query is how do I reset my partitions with active data without transferring that data, the answer is: you don't. I don't know of any programs that can handle such a task reliably.
