The blurry net is *much* more subtle. The victim would much more likely think that there's something wrong with his computer, or his screen. The contrast may be confusing tho. Only the interior of the browser window would be affected. Maybe this would induce frantic postings to IE forums (or Firefox forums).

(Tho he doesn't say whether or not this would corrupt the file downloads of his prey. I'm assuming it would?)
