It is also because they just want to get in there and teach.  They don't want

You are simply wrong. You have no data. And you don't even have personal experience from which to posit.

If any of us wanted to teach high school, we would. Some of us have--none have done it a second time. We would get and have gotten the credentials and the background check (don't forget that, too). It's just not that hard.

And, again, I'm going to state, if you can't be bothered to pass that minimal a set of requirements, you don't deserve to be teaching. Sorry.
