I don't have a reference; maybe it came from some comment on
  http://homepage.mac.com/bradster/iarchitect/shame.htm
  (or some other similarly named hall-of-shame place)
or someplace I stumbled on starting from there..

..but,

I recall someone complaining that Microsoft spent a *lot* of money on
serious usability testing, but seem to have abandoned commitment to
following their own guidelines.
