Well, my general test for torrent speed that I send people to is to grab
one of the heavily seeded torrents from here:

This is an *extremely* popular anime fansub, and it normally gets *huge*
numbers of people with high bandwidth. If you can't saturate your link
from this, the problem is on your end or with your ISP.
Naruto and Bleach: Yay!
I've seen upwards of 50,000 torrent users when a new release comes out.
Wednesday (Bleach) and Thursday (Naruto) around 10pm PDT.
