There is no such thing as a "digital signal". It only becomes digital after demodulation. The modulation scheme for transmitting Digital Video Broadcast is called VSB8 (for Vestigial Sideband 8). Although it is different than the current modulation scheme, it still fits in the same 6MHz bandwidth and transmits on the same frequency channels currently allocated. As far as the antenna is concerned there is no difference.
You will need to receive both VHF and UHF signals to get all the local channels in San Diego. Channels 8 (CBS) and 10 (ABC) are both VHF stations. The temporary arrangement they have now transmits the DVB signals on a UHF channel, but next year the extra channel goes away and the sole transmission will be on the VHF channel.
