With a developer key you can boot other images but without it, bitfrost is used to try and keep the OS validated. Nick Negroponte mentioned that an updated BIOS will allow the dualbooting of both the flash installed Linux and an approved SD installed Windows XP. Since OLPC was not directly involved with Microsofts work, they probably did their own BIOS for both the reason you mentioned and possibly to get around working within the confines of bitfrost. disclaimer: I'm no expert in this but have read a number of articles and forums on the OLPC, the device, and development software.
