Yeah, you can.

Look at (this is gnome: kde may be different?)
  system > preferences >
        hardware > keyboard > layout options > compose key position
I have
  checked: Menu is compose

What I haven't discovered yet is where the compose sequences are
configured, but for the most part they agree with useful references on
the web found by searching for "compose key", such as
  http://www.hermit.org/Linux/ComposeKeys.html

The thing to note is that you need to start a compose sequence before
the letter you are modifying.

For e-acute, 3-char-seq: {<compose key>, ',  e} giving é
