If you have the Fedora DVD, you can create a local yum repository
pointed at the DVD.  If you are using the 5-CD set, you can't make an
"insert disc as required" repository, but you can copy all of the data
from the CDs to the local file system and create the repository
metadata.  It takes somewhat over 3GB, which isn't a huge amount of
space these days.  Just annoying.
