Motherboard test

Is there anyone who can help test a motherboard?  I bought a ASUS CUSL2 mb 
on ebay.  It was DOA.  The guy sent another and it was also DOA.  I have 
two memory sticks both 256MB SDRAM and a couple of P3 CPUs (800 MHz and 
1GHz). The basic test is to install CPU and memory, attach power supply, 
video, and mouse and turn on and see if it will POST.  I would like to find 
someone with an ATX power supply (I have one but have no way to verify it's 
not the problem) and a way to test the memory for independent check so in 
case I did something wrong in checking the mb.
