In /etc/X11/xorg.conf or XF86.conf there will be a line with at least
"Vert" in it.  I don't remember if vertical is spelled out.  That sets
the minimum and maximum vertical refresh rate.  Set it to something
like 59 - 61 so that there is very little choice different from 60.
